It was the month of June 2019 and the rainy season had already begun in India. With the start of this, all the State boards and Central boards had already declared their results. The students breathed a sigh of relief after the long wait for their results. This made their parents busy with arranging all the required documents in proper order and keeping them safe for the admissions process. The students were excited and overwhelmed to take admissions to their dream colleges and universities.
My nephew, who has just passed his HSC board exam, came to visit us. He was happy and was ready to pursue his further education. His father (My uncle) told me that he has been working diligently towards upgrading the necessary documents. For any higher studies, Universities demand a lot of documents related to a student’s birth, mark sheets, certificates, and whatnot! So my uncle made sure that all the documents are ready. But somewhere in his mind, he had a fear of losing those important documents as they were original and in physical form. He knew that if he loses even one of those important documents, his child’s admission would be at stake and all the efforts would go in vain.
I tried to understand the problem and advised my uncle that he can keep the scanned copies of all his documents and certificates in a Digital Locker safely. He said that he has heard about Digital Lockers and the safety they provide for our important documents. But he never gave a serious thought about it until he came across a situation in which he currently was.
So I gave him a brief understanding of Digital Lockers. I informed him that Digital Locker also known as ‘DigiLocker’ is an online document storage facility and is used to securely save the copies of all their documents and certificates in the digital format. Indian citizens who sign up for a DigiLocker account get a dedicated cloud storage space that is linked to their Aadhaar or UIDAI number. So it thereby eliminates the use of physical documents and also the worry my uncle was having of losing the documents and certificates. He was very curious to know more about this.
To make this simpler I showed him the DigiLocker portal, https://digilocker.gov.in/, and its app on my smartphone. I had been using DigiLocker since the year 2017 and I was really satisfied with its service. I also explained to my uncle the simple 5-step process of opening the DigiLocker account.
Following are the steps which one must follow to open a DigiLocker account:
1. Visit the website https://digilocker.gov.in/ and click on the Sign-Up or you can download the DigiLocker app too
2. Enter your 12-digit Aadhaar number
3. OTP will be sent to your mobile phone number
4. Enter the OTP and select validate OTP
5. Once your OTP is successfully validated, your Digilocker Registration process is successful
Now all the states have started recognizing DigiLocker. There are numerous benefits of having a DigiLocker account such as Citizens can access their digital documents anytime and share them online for their ease and convenience, it reduces the administrative overhead of government departments by minimizing the use of paper, enables digital empowerment of residents, ensure the authenticity of the e-documents and thereby eliminate the usage of fake documents, ensure privacy and authorized access to residents' data and many more benefits that citizens can enjoy. It also helps in keeping other important documents safe such as a driving license, voter ID, PAN card.
I also highlighted some of the limitations of DigiLocker so that my uncle can be more alert and aware about using it. Digital Locker can be accessed only if you have an Aadhaar card. Registration is only possible through mobile numbers and e-mail links to the Aadhaar database. But above all, once you have a DigiLocker, all your documents and certificates can then be kept in the safety of one’s home and minimizing the chance of ever losing them, or damaging them in the rains.
DigiLocker is a key initiative under Digital India, the Indian Government’s flagship program aimed at transforming India into a digitally empowered society and knowledge economy. DigiLocker ties into Digital India’s visions areas of providing citizens a shareable private space on a public cloud and making all documents/certificates available on this cloud.
Targeted at the idea of paperless governance, DigiLocker is a platform for issuance and verification of documents & certificates in a digital way, thus eliminating the use of physical documents. Indian citizens who sign up for a DigiLocker account get a dedicated cloud storage space that is linked to their Aadhaar (UIDAI) number. Organizations that are registered with Digital Locker can push electronic copies of documents and certificates (e.g. driving license, Voter ID, School certificates) directly into citizen’s lockers. Citizens can also upload scanned copies of their legacy documents to their accounts. These legacy documents can be electronically signed using the eSign facility.

Citizens can access their digital documents anytime, anywhere, and share them online. This is convenient and time-saving.
It reduces the administrative overhead of Government departments by minimizing the use of paper.
Digital Locker makes it easier to validate the authenticity of documents as they are issued directly by the registered issuers.
Self-uploaded documents can be digitally signed using the eSign facility (which is similar to the process of self-attestation).
The following are the key stakeholders in the DigiLocker system:
Issuer: Entity issuing e-documents to individuals in a standard format and making them electronically available e.g. CBSE, Registrar Office, Income Tax department, etc.
Requester: Entity requesting secure access to a particular e-document stored within a repository (e.g. University, Passport Office, Regional Transport Office, etc.)
Resident: An individual who uses the Digital Locker service based on the Aadhaar number.
The main technology components of the DigiLocker system are:
Repository: Collection of e-documents that are exposed via standard APIs for secure, real-time access.
Access Gateway: Secure online mechanism for requesters to access e-documents from various repositories in real-time using URI (Uniform Resource Indicator).
DigiLocker Portal: Dedicated cloud-based personal storage space, linked to each resident’s Aadhaar for storing e-documents, or URIs of e-documents.
