The rate of flow of charge through any cross-sections of a wire is called electric current flowing through it.
The current is the equivalent for every single cross-sections of a conductor of non-uniform cross-area. Like the water stream, charge flows faster where the conductor is littler in cross-segment and more slow where the conductor is bigger in cross-sections , so that charge rate remains unchanged.
